Graduated in Economics from ISEG (University of Lisbon) in 1974. Retired ambassador from the Portuguese Ministry of Foreign Affairs. He is a regular contributor to the Military University Institute (IUM), where he participates in the General Officer Promotion Courses. From 2004 to 2017, he served successively as Portugal’s Ambassador to Havana, Maputo, and Moscow. In 2017, he returned permanently to the Ministry of Foreign Affairs in Lisbon, where he chaired the International Commission on Portuguese-Spanish Boundaries and River Basins until June 2020. In the academic field, he taught the course “Economic and Social History” at ISEG for five academic years (1976–1980 and 1994/95). Associate Member of EuroDefense Portugal. He taught “Diplomatic Practice” 2018 - 2020 at Social and Human Sciences Faculty (NOVA U. Lisbon).

Post-Soviet space;

New Silk Roads;

European defence.
