PhD in International Relations, Security and Strategy Studies, by FCSH / Nova University Lisbon: “Preventive Self Defence in International Relations and International Law”. MSc in Economics, International Development and Cooperation, by ISEG / Lisbon University: “Regulating Globalization: reforming the international system for development promotion”. Flipe is as Associate Researcher at the Portuguese National Defence Institute (IDN) and the Portuguese Institute of International Relations (IPRI-NOVA), President of the Executive Board of the Portuguese Council of the European Movement and Member of the Supervisory Board of the Portuguese Atlantic Commission.He works as a consultant on Executive Education and PA&PR, Business Development and M&A. Filipe is a permanent worker of AICEP – Portugal Trade & Invest, currently on unpaid leave. He was Chairman & CEO of AICEP and CEO of aicep Global Parques, managing the Sines (Port) Industrial and Logistics Complex (ZILS), Europe’s West Coast hub for logistics, energy and data.
He previously served as Economic and Commercial Affairs Consul of Portugal in San Francisco and before that in Shanghai, as European Funding Manager at the Portuguese Ministry of Home Affairs (Homeland Security) managing the “General Programme Solidarity and Management of Migration Flows (SOLID)”: the External Borders Fund (EBF), the European Refugee Fund (ERF), the European Return Fund (RF), and the European Fund for the Integration of Third Country Nationals (EIF). He was non-European organizations coordinator at the External Affairs Division of the Portuguese National Regulatory Authority for Communications, ANACOM (2000-2005), representing Portugal at the ITU (U.N., Geneva), Inmarsat (London), Eutelsat (Paris), and Intelsat-ITSO (Washington, D.C.).
