With a PhD in International Relations by NOVA FCSH, he holds a BSc in History and Philosophy, and a master degree in mathematical logic from the University of Lisbon. As a diplomat, he served in Morocco, Germany, France and the E.U., and was Ambassador to Kinshasa, Brazzaville, Kigali, Bujumbura, Bangui, Beijing, Ulan Bator, Pyongyang and Ottawa. As retired Ambassador, he has been invited professor at NOVA/IUM in a PG on Security, Strategy and Diplomacy. He has supervised and been a member of juries for master’s and doctorate thesis. In 2018, he was member of the EU-ASEAN Strategic Thinkers Forum.
