Born at the municipality/county of Torres Vedras, resident at Oeiras. Degree in Economics (ISEG, 1976-1982), Post graduate in project management (UA, 1996), National Defense Auditor (IDN, 2008), Doctorate in International Relations (UNL-FCSH, 2016). Assistant at ISEG (Faculty of Economics, 1976-1982), technician economist at DCP-DPP (1977-1982 and 1987-2012), at SPECE (Macao Government, 1982-1987), APA and SGMAMB (2012-2016); from 2002, the main activity has been the elaboration of technical studies focused on the energy sector. Consultant in several projects in Angola (1994-1995, 1997 e 2010), and Guiné Bissau (1991). Currently retired from public service.

Historic and prospective analysis of energy sector.
Analysis of the main technological disruptions in the energy sector.
International Relations and Energy Security.
International Relations and Climate Change.
