Holds a BSc degree in Naval Military Sciences, Portuguese Naval Academy (1992). He is specialized in Hydrography and Hydrographic Engineering (Portuguese Hydrographic Office). He also holds a Master of Engineering degree in Geomatics and Geodesy from University of New Brunswick (Canada) and a PhD degree in Territory Engineering (IST, Portugal). Along his career he works mainly as hydrographer and spatial data analyst. He has been involved in the studies for the feasibility to engage in the extension of the continental shelf. Since 2006 he worked in the Portuguese project for the extension of the continental shelf, being its head from October 2013 to May 2016. Presently is member of the Commission on the Limits of the continental Shelf (2017-22) at United Nations.
