Call for papers R:I Journal | Enlargement and the Future of the European Union
A Call for Papers is open for the Special Issue on Enlargement and the Future of the European Union, to be published by the journal R:I Relações Internacionais, edited by IPRI-NOVA.
This dossier aims to reflect on the revitalisation of the European enlargement process, with the opening of negotiations with Ukraine, Moldova and Bosnia-Herzegovina, and its implications for the future of the European Union. Throughout the history of European integration, enlargement has played a fundamental role in achieving the founding objectives of the European Union - to promote peace, stability and prosperity - by deepening political and economic integration. However, while the accession of new Member States has been seen as a privileged platform for consolidating democracy and promoting structural reforms within the EU, it has also raised complex questions about the accession criteria, the Union's capacity to integrate new members and the response to emerging needs in European policies, potentially threatening the maintenance of the EU's internal cohesion. This delicate balance between enlargement and integration is further complicated by the current geopolitical context, marked by the war in Ukraine, increasing tensions in the Middle East, migration crises and multiple challenges to democracy. Therefore, the debate on the current enlargement process goes beyond the accession process of new candidates and calls for a comprehensive reflection on the Union's capacity to adapt to change, strengthen its internal and external policies, promote effective strategic autonomy and reinforce its regional and global partnerships.
The dossier aims to contribute to a holistic and critical understanding of these opportunities and challenges across different dimensions, theoretical perspectives, policy approaches and case studies. Submissions are invited on, but not limited to, the following topics.
Topics
- Enlargement and reform of European institutions;
- Enlargement and the future of European security and defence;
- The accession process of new candidate countries;
- Enlargement and the European Union's role as an international actor;

- Relations with the new neighbourhood after enlargement;
