Abstract
A Literacia do Oceano nasceu em 2004 nos EUA como uma resposta à inexistência de temas relacionados com o oceano no ensino formal. Ao longo dos últimos 16 anos o conceito evoluiu e foi adotado e adaptado um pouco por todo o mundo. Da evolução do conceito de Literacia do Oceano em Portugal nasceu em 2017 o programa Escola Azul. A Década das Nações Unidas dedicada à Ciência do Oceano para o Desenvolvimento Sustentável que agora se inicia é o enquadramento perfeito para que a Literacia do Oceano se afirme estrategicamente a nível global, atuando como aglutinador de ações, setores e atores, a uma só voz.

Abstract
Self-employed workers in Portugal have historically been in a position of lower social protection relative to salaried contract workers. The coverage and quality of their protection by the social security system has improved over the years, closing the gap toward employees. This working paper analyses this long path towards convergence and examines the remaining gaps, both in a national and EU context. It takes a detailed look into the period 2009 to 2019, a decade of reforms amidst deep economic crisis and recovery.We find that, despite steps towards convergence, and important recent reforms, the social protection of the self-employed relative to salaried workers still displays gaps in coverage and adequacy. The access to social protection of the self-employed still lags behind in unemployment benefits, paid sick leave and long term care. As regards inequalities in protection within the universe of the self-employed, we found in general an even pattern across self-employed categories. Particulaly, economically dependent workers are not worse off than the two other major groups, own account workers and employers. There remains, however, a crucial exception, which is the outstanding lack of unemployment protection for own account workers relative to the other self-employed, as well as salaried workers. Finally, inequalities still persist as a result of a skewed balance between the contributory effort and the social protection granted: the self-employed pay a higher proportion of their income while enjoying fewer benefits than salaried workers.

Resumo
Este estudo examina os inquéritos pós-eleitorais de 2002 a 2019 para determinar as principais características sociais dos eleitorados dos principais partidos portugueses e analisar em que medida ocorreram transformações relevantes do longo deste período. Existem traços importantes de continuidade desde 2002 até hoje: a ausência de uma relação entre o sexo dos inquiridos e as suas opções de voto; uma relação forte entre a intensidade da religiosidade e da prática religiosa e as opções pelo voto à direita do espectro partidário; e a inexistência de uma clivagem esquerda-direita do ponto de vista da instrução. Por outro lado, existem também sinais de mudança. Há uma relação cada vez mais forte entre quer o sexo dos inquiridos quer o seu rendimento e a participação eleitoral, com os homens e aqueles com rendimentos mais elevados a absterem-se menos. Além disso, a partir de 2015, o centro-direita (PSD+CDS) começa a mostrar dificuldades em atrair o voto dos mais velhos. Por fim, se até 2009 ter rendimentos mais elevados não aumentava significativamente a propensão para votar nos partidos de centro-direita, essa relação intensifica-se a partir das eleições de 2011.

Resumo
A Agenda 2030 da Organização das Nações Unidas (ONU) contempla no seu 5º Objetivo de Desenvolvimento Sustentável (ODS) a desigualdade de género, que atinge as mais diversas áreas – como o período menstrual, a desigualdade salarial entre homens e mulheres, as diferenças nos prazos de licenças parentais, a diferença nos preços pagos por homens e mulheres para produtos similares, entre outros. É cada vez mais urgente a ação do Estado e da sociedade na conscientização e combate às disparidades de tratamento entre homens e mulheres, facto que favorecerá inclusive a economia, conforme o próprio Fundo Monetário Internacional (FMI) afirma num working paper publicado em 2019. Ademais, de acordo com a Declaração Universal dos Direitos Humanos (DUDH), ninguém pode ser discriminado por qualquer razão. Este working paper apresenta algumas das áreas onde a desigualdade de género está presente, e traz algumas políticas públicas existentes ou possíveis de serem implementadas para combater este problema.

Resumo
O estudo das relações civis-militares refere-se, de forma lata, à análise das tensões existentes entre os militares, o Governo e a população de determinado Estado. No âmbito destas relações, o controlo civil afigura-se como uma das suas dimensões que, dependendo da tipologia e grau de controlo exercido pelos líderes políticos, permite uma maior ou menor atitude intervencionista dos militares na política de um Estado. A tomada de decisão de política externa, sendo um processo cujas dinâmicas dependem não só das características da unidade de decisão, mais igualmente do ambiente decisório, estará naturalmente condicionada pelas relações civis-militares, cujos atributos influenciarão a capacidade intervencionista dos militares e, consequentemente, o produto final do processo. Com este artigo pretendemos propor um modelo de análise capaz de apreender as dinâmicas de influência das relações civis-militares, relativamente ao processo de tomada de decisão de política externa, modelo este ancorado, por um lado, nos mecanismos de controlo governamental e, por outro, no intervencionismo político do corpo de oficiais.

Resumo
This paper addresses migration-security nexus in the EU by assessing Member States’ national security and defence strategies as well as the 2016 EUGS in a time of migration crisis. After developing and applying a framework for analysis derived from the existing literature, it is clear the existing differences among Member States strategic cultures and approaches to migration issues. The idea of ‘EU’rope without internal borders is at stake as Schengen is under serious attack due to increasing Eurocentrism and growing extreme right-wing populism. The solution seems to depend on two critical uncertainties: the evolution of political and social instability in the North Africa and the Middle East, and the future of the EU itself. Nonetheless, the future of the EU is also at stake as it will depend on how the EU is dealing with current migration crisis, which is one of the most important geopolitical challenges today. The results enlighten a securitization of migration centred on the nation-state and national security rather than on people and human security.

Nos meses que se seguiram à queda do Estado Novo, Portugal foi palco de um confronto entre dois tipos de legitimidade: a revolucionária e a democrática. Relegada para um plano secundário durante a aceleração do processo revolucionário, esta última apenas se conseguiu afirmar definitivamente na sequência da clarificação político-militar registada nos últimos dias de Novembro de 1975. Partido do programa do MFA, este paper analisa este longo processo cujo sucesso em grande parte se explica pela existência de uma promessa de realização de eleições constituintes.

Resumo
To what extent are reforms made under external constraint maintained in the medium term? Under which conditions do decisions-makers reverse those, or alternatively keep them? This articles addresses these questions in Spain and Portugal. It shows that since 2014, 44% of the most important measures adopted under conditionality in both countries have been reverted. Nevertheless, the bulk (90%) of structural reforms enacted during the crisis remained. We also show that the left reverted more than the right; and that the preferences of veto players matter. Using crisp-set qualitative-comparative analysis (QCA), we find that within less than five years all temporary reforms were changed back, and that if businessor employers lobby for a reversal (and the costs to society are not salient), reversals will occur. Another finding is that most reversals are those with the largest electoral payoffs, as (cyclical) reversals always occur when the benefits are visible and concentrated rather than diffuse.

Resumo
O tema da mudança institucional continua a ser um tema em destaque na agenda de ciências sociais. Assim, o presente working paper tem por objetivo analisar, em perspetiva comparada, as diferentes transformações institucionais dos sistemas de informações portugueses e espanhóis após a transição para a democracia e após o 11 de setembro. Através da aplicação de um modelo de análise da mudança institucional centrado na articulação entre ideias e interesses e com recurso a uma técnica de mapeamento do processo, determinaram-se os fatores potenciadores e inibidores das diferentes respostas institucionais, verificadas nos sistemas de informações dos dois países, após duas conjunturas críticas: a transição para a democracia e o 11 de setembro.

Resumo
Drawing on quantitative and qualitative data, this paper studies labour market reforms in Portugal from 2000 to 2013. The paper examines how the main dimensions of labour market legislation (employment protection, security in unemployment, collective bargaining and activation policies) evolved in the period and specifically assesses the impact of reforms implemented during the sovereign debt crisis. We aim to show if, and how, such regulatory changes operated a remaking of the socioeconomic power balance in industrial relations.
The paper shows that the changes introduced during the troika years were qualitatively different relative to past reforms. Even if these reforms built on previous trends, we highlight three path-shifting changes. First, there was a sizeable reduction of security in employment and in unemployment for workers with permanent contracts (insiders). Second, at the same time, a significant decentralization of wage bargaining shifted the balance of power towards employers, while a move from joint to statutory regulation, stalled social concertation. Third, both these trends were not offset by any significant unemployment compensation strategy or activation effort targeted at outsiders: no recalibration occurred in a dualised labour market. Overall, this shift in the power balance between insiders, outsider and employers configures a new departure for Portuguese labour market relations. A worsened situation for insiders and outsiders indicates that there was both a flexibilization across the board and that segmentation endured, but now at a lower level of security. In conclusion, the austerity-driven reforms brought the Portuguese labour market to a liberalised dualisation.
